This allows laptop users with just a touchpad to be able to pan around a design in the same way as one can use the middle button of the mouse to do so.
By left clicking on the tool, you can navigate around the design by left clicking and dragging to move the camera. The vertical pan of the design can be changed by holding shift and then left click dragging.
